William (Bill) Joseph Gilligan of Penfield NY passed away on July 21st 2025 at the age of 89. Bill is predeceased by his parents Adeline Lazeroff and William Gilligan. He is survived by his wife Peggy, three children William, Susan, and Michael, four grandchildren and one great grandchild.

Bill served in the Army National Guard Reserves in Rochester, NY from 1957 to 1962 and was honorably discharged.

Bill was a Journeyman electrician with the IBEW (International Brotherhood of Electrical Workers) at Local 86 in Rochester, NY since 1962. He was an expert at solving the most complex electrical problems using elegant solutions. When presented with complicated design problems the 'Company' used to say "Call in the heavy hitter....Billy Gilligan." That's how much he was respected within his trade.

Bill was always ready to lend a helping hand to friends and neighbors in order to help solve problems with home projects whether they involved electrical problems or other issues. He was a skilled craftsman in many of the construction trades and shared his skills abundantly when asked for help. He was a true "Jack of all trades."

Outside of work, Bill pursued other activities such as skiing, swimming, travel, and going to the gym on a regular basis. He loved going on ocean cruises and exploring parts unknown. He love to meet new people and learn and understand the perspectives of people from different walks of life. He was easy to get along with.
